Herman I. Pryor Jr., Ed.D. is a strategic workforce transformation leader with over 15 years of experience driving enterprise change, leadership development, and organizational growth across federal, commercial, nonprofit, and higher education sectors. As the Principal Consultant of HIP Enterprise, he has led high-impact consulting engagements, advising C-Suite leaders on workforce modernization, human capital strategy, and enterprise transformation. His career spans roles with major federal agencies including HHS, USDA, DOL, and USCB, where he has guided multi-million-dollar initiatives focused on change management, succession planning, and talent optimization.

Dr. Pryor is known for integrating data-driven insights, behavioral analytics, and human-centered design to build sustainable systems and scalable solutions. His expertise also includes diversity, equity, and inclusion (DEI) strategy, leadership coaching, and program delivery within agile and regulated environments.

He holds a Doctorate in Education in Higher Education and Community College Leadership from Morgan State University, a master’s degree in counseling psychology from the University of the District of Columbia, and a Bachelor’s degree in Experimental Psychology from the University of South Carolina–Columbia. He also earned an Executive Certificate in Strategic Planning from Harvard University and is a Prosci® Certified Change Management Practitioner.

Dr. Pryor is a former Licensed Professional Counselor in Washington, DC, a National Board-Certified Counselor. He resides in Ward 5 with his wife, Karen, and their two children, Hans and Bree.
